My first question is I am wondering if there is any way I can get some
extra money to start up a new website?  It needs to cover the costs of
a web developer ($800) and hosting etc ($100).  Is this considered a
new business?

I don't think I can get any kind of loan can I?  If I did get a loan
it would be very minor.

My second part of my question is, where can I find a partner?  I want
to be able to just find someone that I can work with on this website -
split it 50/50.  It will be a great money maker, and is very unique.

To clarify for one of the comments:  Yes, my idea is good.  I know it
will be very successful, and has not been visited immensly.  Geography
is no problem - it would be great to just work electronically.  I'm
ready to start right away.  Leave an email in another comment if
you're interested.

The money is no big deal: I know folks who'll have a go at stuff like
that but there are 3 problems:

1: Is your idea any good?

2: Would geography be a problem? (You are probably located in Baghdad, right?)

3: This is not the ideal medium to exchange such ideas because users
are not allowed to establish personal contact.

Apart from that, how soon can you start?

I know a group of developers, who would be able to help you out in the
same budget and partnership deal. Plus these guys also love to work on
unique ideas like the one you have. Go to
