Is IP telephony legal in France?

To clarify, the question, i would like to know if it is ok for private
company to provide VoIP services to end users and companies , to
provide international call services, including prepaid calling cards
etc, in fact it means to become
a competitor of France Telecom.
for example in Israel , there is a law that makes it illegal at this
moment to offer VoIP services to clients in israel.

With regards to offering calling card services based on IP telephony,
please check out this existing provider:

They market their products (through resellers and direct) throughout
the EU including France.
