Are these documents (requests for proposals, specs, final contracts)
available online, as a matter of public record?  If so, where would I
go to find them online?  I'm specifically looking for federal ones,
but state would be great, too.  Thanks!

Thank you for your question! The short answer to your first question
is: yes! All Federal contracts are currently being routed through
FedBizOpps.gov, and you will find all of the documents you were
looking for at these two resources:

#1. The search page at FedBizOpps.gov:
http://vsearch2.eps.gov/servlet/SearchServlet

You can narrow down the criteria of the search as you see fit. In
particular, for the "Procurement Classification Code," you will want
to use "70 - General Purpose Information Technology Equipment" or "D -
Information Technology Services".

However, note that using this method will only give you documents
after December, 2001. If you want older documents (pre-FBO), you will
have to use the second method.

#2. Browse FBODaily.com
http://www.fbodaily.com/archive/2002/06-June/25-Jun-2002/

You can retrieve as the same documents as the first method on a day by
day basis by clicking on "FBO Archives", then drilling down to your
desired date. After selecting the desired date, choose the category of
the contract (Again, you are probably looking for categories "70" and
"D"). This will display all contracts and related documents relating
to IT for the given date.

For pre-FBO documents simply click on "CBD Archives". This is the
archive for Commerce Business Daily. You use the archive the exact
same way as the FBO Archives, only this archive contain all the
pre-FBO contracts and related documents.

I did attempt to conduct a search on a resource for the states, but I
was unable to find any centralized source for all the states. This is
why I didn't include any state sources in my answer. Sorry, I should
have mentioned that.
