i'm looking for an IP spoofing program that is similar to
www.iprivacytools.com, this program looks good but im not sure if it's
safe to order it from the website.

i need a free program that is similar to that one.  
if there isn't any free programs, is it safe to order that one? 
or, what is the best program out there?

The program you mention uses proxies, and it appears to have the
proxies set up for you ahead of time. There are programs to help you
manage proxies (for the purpose of hiding your real ip address), but
they require you to sort through proxy lists and find working ones.
One program I use that is free that does this is called "multiproxy".
You enter in a list of proxy servers like you can find on google
searching for "public proxy list" and it looks through them and finds
the working ones. It then automatically rotates usage among all the
proxies in your list, effectively hiding your ip address.
