I would like to know what the penalties are, either mandated by FCC or
the state of Colorado, for:
1. a cable company building on county lands without approval and not
paying franchise fees
2. whether there is a difference in penalty if they are providing
service to residents of the county or not

1 and 2 might be the same thing.  References and past examples where
penalties have been enforced would be helpful.
