where can I find a page or machine-parseable list of schools, universities and
other learning institutions globally, including their names,
longitudes and latitudes?  The positions are essential.

For example, a list, file or table containing something like:

name,region,country,longitude,latitude
======================================
Berkeley University,CA,USA,43.762,-98.431
University Of Otago,Otago,NZ,173.43,-44.83

(the latitudes and longitudes aren't real but you get the idea).

This list isn't bad, but doesn't contain many non-US schools or
universities (any that I could see), and is lacking the actual country
for each:
