I am trying to setup an offshore finance company in a tax haven
country. Such a company should have a EUROCLEAR account in order to do
the financial transactions.
Can someone suggest organizations that can help me setup such a
company. Please let me know if any clarifications are needed on my
question.

The term 'offshore' depends entirely on where you are located.

I am located in USA and by 'offshore', I mean tax haven countries like
British Virgin Islands, Cayman islands, etc.
