Where can I go to get inexpensive, or free, copies of specific
sections of the Code of Federal Regulations?  I am looking for
45CFR160 and 45CFR164.

Thank you for your question regarding obtaining printed copies of
sections of the Code of Federal Regulations.

You specifically asked for free or low-cost options. Viewing the CFR
is free by visiting a Federal depository library, or through the GPO
Access website:

http://www.gpoaccess.gov/cfr/index.html

You can find a Federal depository library near you using the library
search function on the website. You will find the link to the search
function on the above page, in the "Other Services" section (the link
is too long to copy here).

The lowest-cost way to obtain a printed copy of these two sections of
the CFR, though, is to print off the PDF versions of the relevant
sections from the online version. You can view the relevant sections
here:

In the last two links, you will see a list of each subsection of each
section. For each subsection, you can click on the PDF icon to
download and view a reproduction of the actual printed version. By
printing each of these PDF files, you will have a printed copy of the
complete section(s) that you desire. The cost of this approach is the
cost of the paper and toner or ink needed to print out the files, and
is cheaper than purchasing a complete copy of Title 45, or
photocopying the same pages from a copy of the CFR from a library.

Printing off the web gives me a huge document.  I prefer a pre-printed
one from the government.  Sometimes these are free.  Do you know where
I can get one?

The federal government provides free access to the CFR (which as you
should know is updated on a regular basis, and at a minimum, annually)
through its web-site, and the Federal depository libraries referenced
in the link I provided above. As a result, they do not provide free,
bound copies of this document, especially not for just two sections of
one title. Preprinted versions can be viewed at the depository
libraries, or can be purchased (at substantial cost) through the GPO
Access website.

I am sorry that you were not satisfied with this Answer. You asked for
