I am looking for at least 2 and preferably more examples of current
land use regulations that have been adopted by cities or counties in
the United States which require the subdivider of a parcel of private
land that is situated adjacent to publicly owned land to provide a
right-of-way or easement allowing the public the right to gain access
to the public land across the parcel of private land.  What I am after
is the specific wording that is used in the adopted regulations.  One
of the examples could be a regulation providing for ocean beach access
across private land that is being subdivided.  By way of background, I
am associated with a non-profit group seeking to maintain and enhance
public access to the largest State park in Alaska.

The California Coastal Act requires public access to the beach. Please
look over the citation below and tell me if this will meet your needs.
I note that you were looking for ?land use regulations that have been
adopted by cities or counties? and this is state legislation. I look
forward to your clarification.

The California Coastal Act is similar to what we are looking for, but
we need to find specific regulations that could be applied to a
particular subdivider.  For example, we would like to find wording of
regulations that specify the size of easement that is required, the
maximum distance between easements along a boundary, and the uses that
would be allowed through an easement.  In our earlier review of the
California Coastal Act we had found only the general language that you
refered to, but hadn't found the specifics that we are looking for. 
Also, as mentioned in the original posting of the question, our
primary goal is to find regulations relating to access to public land
parcels like parks. Beach access is a similar concept, but at least
one example needs to relate to publicly owned uplands.
