I want to build a bookshelf that covers the entire wall, from floor to
ceiling and will span the entire room, 3 out of 4 walls. I need to
find descriptions or drawings/construction drawing for this. The style
I'm looking for is Art Deco-ish.

 has clearly written directions for basic floor to ceiling shelving.

Also, visit your local library or bookstore to see art-deco design
books and woodworking books like these from Taunton Press:
