President Jimmy Carter granted amnesty to all draft dodgers the day
after he was inaugurated. ?Just a day after Jimmy Carter's

granting a presidential pardon to those who had avoided the draft

However, Clinton was not a draft-dodger in the historical sense of the
word. During the Viet Name era, a ?draft-dodger? was someone who left
