Hi, I'm looking for the name of the Chinese movie where one of the
characters can run under the earth as his special power. He says
something like "into the earth" or "in the earth" and then goes into
the earth and runs very quickly right under the surface leaving a
trail of disturbed earth.

Hello.

I believe that you're thinking of "A Chinese Ghost Story II" (1990).

"...the help of Autumn, a crazy Taoist monk who likes to travel
underground like Bugs Bunny. (Don't ask.)"

"Autumn was a wild monk/priest/wizard in Chinese Ghost Story 2. He
claimed to be able to smell when evil spirits were near. His favourite
two magic shticks were burrowing underground to travel long distances
a la Bugs Bunny (thus the Mobility)..."

"...he steals a horse belonging to Autumn (Jackie Cheung), a Taoist
priest who follows using his favourite mode of travel, underground!"
