Thanks for looking into it. We'll see if the Israeli Foreign Ministry
lead pans out.
I should have noted in my original question that I thought I read
something in the last couple of years which asserted that Turkey had
backed/does back Azerbaijan in its dispute with Armenia. Since Israel
is on friendly terms with Turkey, and allied with Turkey on some
levels, the rationale for such an action may lie therein. Or maybe
not.

Have a look at this page:

They give a pretty current status report of relations (economic and
otherwise) between Israel and Armenia. They mention that Armenia does
a substantial amount of trade with Israel. There's no mention of
sanctions.
As politicalguru-ga noted earlier, it's hard to prove the negative.
But it certainly seems that if sanctions did exist, they would have
been noted at the link above.
What additional sort of information would bestmeet your needs on this topic?
