czh is correct. If you want more details, offer more details; what
country? what industries/services? what employee skills? Is the
business being planned or operational or presently on strike. How many
employees, at how many locations? For how long do you want to aviod a
strike, a year, a century? Do you have to show a profit while avoiding
a strike? are you willing to risk a prison sentence or being killed by
a labor organizer?  why do you want to know?
 The best stratagy is to be loved by your employees. This takes a lot
of leadership, wisdom and generousity, but may not result in a profit.
