I've found the information you need on an Italian website:
"Pressione del pneumatico anteriore 1,3 bar - Pressione del pneumatico
posteriore: 1,8 bar con il solo pilota e 2 bar con due persone."
Digiland: La ET4 150
http://digilander.libero.it/Volantino/Vespa/ET4150.htm
Translation:
"Pneumatic tire pressure front 1.3bar - Pneumatic tire pressure rear:
1.8 bar with one driver and 2 bar with two people."
To convert the unit of pressure "bar" into "psi" (per square inch),
you multiply by 14.508.
1.3 bar is 18.86 psi, 1.8 bar is 26.1 psi, and 2 bar is 29 psi.
So you'd want to put 19 pounds of pressure in your front tire, and 26
pounds in the rear tire (unless you have a passenger, in which case
you'd increase the rear tire pressure to 29.)
These newsgroup posts confirm those figures:

My Google search strategy:
Google Web Search: "pressione OR pressure" + "vespa" + "et4"
I hope this helps! If anything is unclear or incomplete, please
request clarification; I'll be glad to offer further assistance before
you rate my answer.
