Hi dar382-ga,
This has been an intriguing search for me, especially as I do not own
a television and thus have never seen The Shield. However I believe
I've still come up empty. Hopefully this information may help another
researcher.
The official site seems to contain every bit of information possibly
required except this one. You can even view the complete credits for
the episode in question within the Insider's Guide, and thus find out
the entire cast and crew down to the level of Tom Deweir being the
Fire Burn Double and Robert Hood was the Technical Advisor US Customs.
But no song listing.

The standard unofficial episode guides list 'Blue on Black' by Kenny
Wayne Shepherd as the song played during 'The Quick Fix'.

However, other than Kenny Wayne Shepherd being a male singer instead
of a female singer, a quick look at the lyrics soon proves that this
is not the song you're looking for.

So what is the right song?
I tried searching for the lyrics you mention and the closest match
seems to be Jefferson Starship's 'Caroline':
"Oh, in a day and a night I could write you a symphony."
Metro Lyrics - Caroline

However I also doubt that's the right one.
So, where now? Hopefully one of my colleagues will be able to help further.
And in the meantime, you could always try posting on one of the
messageboards dedicated to The Shield. Other people are searching for
similar answers, many of which can be found on forums like this one
that contains a long list of songs used in The Shield (but not this
one):

Best of luck!
