the c m is on a watch, made around 1900 in france by charles oudin.
the rear cover is engraved with  C M  monogram and nine ball coronet

How do you know that it was 'an English Earl', as opposed to (say) a Scottish one?

Indeed, how have you sussed out that it was an Earl?

I bet that you are still in bed, right? Well, it is still very Early (groan).

the maker of the watch worked in paris 1807 to 1825 but the watch was
re cased in the late 1890 will this help.

The comments by probonopublico clarify how difficult it is to answer
your question. As there are severals earls with the initials C. M., it
is more or less impossible to identify the C. M. in question.
However, if you aware of any further details, such as family
tradition, place and date of purchase, why English etc., this would
help.

Hello Leonard

I believe the "nine ball coronet" you mention is unlikely to belong to
an English earl, but possibly to an English viscount (or French
count). However, even if one of us were to establish this point
definitely through research, it would still be very difficult to pin
down "your" CM.

It's quite usual for English Earls also to be Viscounts.
