I remember seeing a program (or a plugin) for Outlook that would look
at your email before sending it. It looks for content in the email
that would imply an attachment should be attached to the email. It
then reminds you before sending it to attach a file before sending. I
remember this program, or a similar one, being a free download
somewhere...but I cannot find it anywhere now that I would like to try
it. I hope somebody can help me find what I am talking about because I
was only able to find one program that does this, and it wasn't free.

I used quite a few combinations of search terms in trying to find
this. Here's the search string that gave the best results:

Google Web Search: "missing attachments" + "free" + "software"

Attachment Reminder - http://www.xenossoftware.com

Every time you send an email the Attachment Reminder scans for
keywords in the subject and body of the email to see if an attachment
should be included. You can fully customize the keywords/phrases used
to your tastes.

If Attachment Reminder thinks there should be an attachment and there
is not one it will pop up a message asking if you have forgotten an
attachment. If you click NO the message will be sent immediately, but
if you click YES the add-in will allow you to go back and fix this
before the email is sent.

Could this be the program you're looking for?

Anyone who has ever forgotten to send an email attachment will
appreciate a new free software utility called Attach!, a simple yet
vital tool that scans the user's outgoing email for mention of
attachments. If an attachment is mentioned but no file is attached, a
screen pops up informing the user and giving him/her two options:
"Attach" or "Send Anyway."
