If an German lives in England can he vote in English elections? I ask
this because it seems that the EU had made a lot of changes to the way
people vote, and on voter registration forms in England it has
nationality written on it.

Hello.

Germans, or any other EU citizens, are eligible to vote in European
parliamentary elections held in Britain. EU citizens are also eligible
to vote in local elections (e.g., city of London elections, etc.).

E.U. citizens are NOT eligible to vote in U.K. Parliamentary elections.

From the UK Electoral Commission: 

"There are at least 600,000 EU citizens currently living in the UK,
all able to vote in all UK elections, apart from the Westminster
Parliamentary election. This year, citizens can participate in the
European Parliamentary, and local elections including local elections
in Wales and part of England, and the London Mayoral and Assembly
elections, all on 10 June 2004."
