Federal funds that are earmarked for particular projects such as you
describe are usually made available through appropiations from
Congress. Your best bet would be to contact your Congressional
representative as well as the US Senators from your state, and let
them know of your need. You can phone, fax, email or visit in person
(but no letters...they haven't taken too kindly to the US Mail since
that whole anthrax thing).
You won't get a brush off. Politicians take their constituent
contacts very seriously. Of course, you may not get your
appropriation either, but it doesn't hurt to ask.
Beyond this...what other sort of information are you looking for?

Thank you for your comment. The question is far more generic. There
are likely many sources for funds for major 10's of million dollar
projects. I want to help the politicians develop these projects, but
even the politicians don't know the sources. We are trying to find out
where the "pots" of money are so we can present an opportunity for a
Public-Private partnership that can fund the project(s)to convert a
former military base into a revenue generating facility and create
jobs in the community.

opportunities -- many for roads, but others for alternatives such as
light rail -- including:
--Federal Transit Administration grant programs
--State Infrastructure Banks:
(SIBs) stretch both federal and state dollars to increase
transportation infrastructure investment.
--Transportation and Community and System Preservation Pilot Program
--Transportation Infrastructure Finance and Innovation Act:
Federal credit program oriented toward large surface transportation
projects of national significance.
--Airports Financial Assistance for Capital Development
--Grants to establish and operate University Transportation Centers
throughout the U.S.
--Hazardous Materials Emergency Preparedness grant program
--Highway Safety Grants
--New Starts Program:
Supports locally operated transit guideway capital investments from
heavy to light rail, from commuter rail to bus rapid transit systems.

I am looking for Federal money that can be used to construct new
highways/roads to relieve congestion near and caused the traffic
incidental to a military base. One of the potential sources may be
GARVEE bonds, although I do not know if they would be appropriate.What
other sources are earmarked for these types of highway/road projects?
