On a VIN tag for a vehicle can you tell me what INCOMPLETE VEHICLE
means?  This question regards a 1991 Eldorado Bus that's being sold
with mileage in the 80,000+ mile range and it's quite a distance from
me so I'd be buying it based on descriptions and pictures, etc.  It
has 17 seats and was used as a senior citizens' complex little local
transport vehicle. Ballpark on value???

Probably mean that it was sold as a custom cargo/conversion without
back seats,carpet,ect and a custom shop/dealer finished the
conversion.
