How do I locate an elderly relative and his wife in Bremen, Germany
who has not been at his address since 12/2002??   He may have moved or
died.

Dear searcherasap,

In Germany, all citizens are required to register at the local
Registration Office (Einwohnermeldeamt or Meldebehörde) of their place
of residence. If they relocate either within their town or county of
residence or to a place outside, they have to give notice of that,
too, including their new address. If a person dies, the office is also
notified.

The Registration Offices may, on request, provide basic information on
registered persons currently or previously resident in their area of
responisbility (Melderegisterauskunft). That includes:
- Full name
- Vital status (alive / dead)
- Current address
The information may be subject to a fee, so contacting the Office and
inquiring for details in advance is highly recommended.

Since the persons you are searching are or were resident in Bremen,
you will have to inquire at the Stadtamt Bremen, Zentrale
