What is the best way to locate a person that is either homeless or
living off of someone else's income? I have tried US Search, Intelius,
and other similar services, but they are only able to uncover very
outdated (7+ years old) info.  As the person in question is a deadbeat
father, I was able to ascertain from the Social Security
Admin that he is not dead, but has not held any (legal) employment for
7 years.  Child support enforcement is unable to find him.  His last
known location was Las Vegas, NV.  Doesanyone have any
suggestions as to how I could find him?

Thanks for the suggestion, tutusdad!  However (surprisingly) he is not
on the inmates list.

I used to be a skip tracer.  Interestingly enough, these people will
often still stay in contact with any know living relative. I would
send a letter to all persons living (mom, dad, sister, brother, etc.)
the letter would have contact information with a phone number saying
contact XXX-xxx-xxxx for a check that is made out to [missing person].
(or make up some such story) This is  a great time to enlist the help
of others, if your phone number is known to the receiving party.  -
I'd get one of those prepaid phones to use as a receiving number,
personally.  **Law enforcement uses the same method at times to catch
criminals.

The response rate is high.  Everyone wants money that is thought to be
owed to them.  When the person contacts you at the phone number, tell
them you have to send a certified letter, and to what address should
you send the check?

BINGO, you got 'em, now have them served.
