For research purposes using a comparitive survey, we need to
construct a list of the name, title and address of the the top 10-20
IT related executives and managers at the 100 largest European
companies(equivelent to Fortune 500).  I'd like your recommendations
on how I could get (or buy) most or all of this information.

To clarify, an example would be: British Airways
CIO (Cheif Information Officer): Name & address
Director of eCommerce: Name & address
Director of Transaction Processing systems: Name & address
And so on.  Ideally I'd like 10 to 20 names (of IT managers/execs) at the company.
And I need this information for the largest 100-200 European companies. 

I have tried calling the companies directly, and explaining our
research, but the phone operator or secretaries I reached have
generally been uncooperative .  I've looked at Hoover's Directory, but
they only have this information the top senior management team (CEO, COO,
President.. and maybe the CIO). But they don't have it for the tiers
of IT managers below the CIO level.  I have also tried Hank Harte,
that has lists and profiles of the IT function at many large
companies.  But Hank Harte's European list of IT related contacts
typically has only 1 or 2 IT related names per company.   I have
thought we may be able to construct this info by somehow getting
access to and sifting through directories to trade groups or trade
shows or conferences (e.g. Interop or Comdex or other IT specific
group or trade show), but I don't know if these folks make this
information available (to members or others) or for sale.

What I'm asking for is a solid, reiable way to get most (not
necessarily all) of this information.

I called, and they do, in fact, have information on European IT
Executives.  However, they wanted a lot of information from me about
"my" project (which I obviously couldn't provide, since it's your
project!) before they were willing to offer up a lot of specifics
about what, exactly, they have available.

And another thought:

I used to have access to a Dun and Bradstreet product called "Market
Spectrum".  It's no longer available to me, but from what I recall, it
should be able to provide you very targeted data on senior IT
executives in your companies of choice, based on location, size,
business activities, etc.

The service is described a bit here:

I don't think they offer one-time use (though this may have changed
since I last referenced the service).  If not, you'll have to either
subscribe, or identify a current subscriber who can do a run for you.

Hello, livewall-ga,

Such a list is quite unlikely to be available, and so is to make
contact with corporate officers just through a phone call. Corporate
surveys require corporate cooperation, and that begins with a letter
addressed to the CEO's office, signed by the highest authority of the
organization responsible for the survey, including a detailed
explanation of it and its purpose. Phone calls would be the following
step, in order to know whether your request had any consideration.

You'll probably have to combine your cold call efforts with several
different rented lists to get this info.

Other ideas of things to try (in addition to what you have already):
* Dunn & Bradstreet
* targeted publications/online media (eg Computerweekly -- an IDG publication)

You can rent lists from tradeshows -- you'll have to contact the event
coordinators directly to do that.
