I can't guarantee that there hasn't been more than one. But your description fits The Time Ships, Stephen Baxter's 1995 novel. This science fiction novel is a sequel to The Time Machine, and was authorised by the Wells estate as part of the centenary celebrations for the original novel. In the novel, Wells' original time traveller returns to the future, finding a different world from the one in his original journey. Further journeys lead him to discover more worlds. Several of these could fairly be described as 'devastated'.
