1.  What factors are considered by state police agencies in
determining whether to erect a roadblock on a state highway, when
there is a hazard on the road such as an animal, or other hazard?

a) I'm not concerned with roadblocks arising out of hot pursuits. 
Just hazards on the road (ideally animals, but could be other hazards
as well)

b) is there some kind of national/state-procedures/guidelines on
roadblocks in  general?  If so, what are they?

c) Under what circumstances would the state police decide to NOT erect
a roadblock because of safety considerations?
