I've done all the right things (optimised, meta tags, good relevant
keywords, submitted via 3rd party and manually myself) but just can't
get my site listed www.capecairocape.com Please tell me what I'm doing
wrong. Please don't just send me to a website - I've read many and
have followed the rules.

as mentioned before, it seems you are indeed listed. for your
information, though, read on:

you can register your site (which you said you already have), or your
site needs to be accessible from other sites (via ads, message board
posts, etc) for Google's Googlebots to find and index your site.

if you have access to your server's logfile, look for something like this:
64.68.92.149 - - [28/Apr/2004:00:01:36 -0700] "GET /index.htm
HTTP/1.0" 200 12317 "-" "Googlebot/2.1
(+http://www.googlebot.com/bot.html)"

if you see a line similar to the one above, that means google has
found your site and you are on your way to appearing in the search
results.

now also be aware that google's index only rebuilds itself
periodically so it might take up to a month for your site to be listed
in results (more like a week or two, though).
