What are proven strategies and tactics to attract students into
classes designed to prepare them to assume positions in technical
fields that are now and will increasingly go unfilled?  How does one
do so on a limited budget?

It has been proven time and time again that the best way to market
something to a group is to go to that group and present yourself.
Speak with the local schools in your area, ask them if they have
career days or anything for graduating seniors. Come into the school
and set up a booth, talk to the students, ask the school if you could
have a tour of your school/classes done with any students interested
in that field. Sort of a like a college campus visit. Those are all
low budget, high profile ways to get your classes known, and get
people thinking about what they want to do. Advertise on the radio, or
in the school newspaper. Put up flyers around town, at places related
to the classes. Such as at an arcade for 3D animators.
