What conditions does an organization have to meet in order to be
legally classified as a nonprofit library?

Hey There!
I have found the information for the federal level (IRS, Postal
service, etc).  The conditions differ at the state level depending on
which one you live in.  If you would like I can also look at state
specific regulations, all I need is a state to look at.
