California AB 1765 Budget Control Section 25.00 requires the
Department of Finance to provide to the Legislature by March 1, 2004 a
Governor's Restructuring Plan that would permanently transfer the
functions of the OCJP (Office of Criminal Justice Planning) to other
agencies.  Can I obtain a copy of this document?

There is no answer at this time.

No OCJP restructuring plan was submitted in March 2004.  The Governor
plans on submitting it next month (May 2004) as part of his statewide
restructuring plan.

See Page 76 of the Governor's Budget Plan (2004-2005):

"Office of Criminal Justice Planning Transfer?The Governor?s Budget
reflects the transfer of program activities related to Victims
Services and Public Safety from the Office of Criminal Justice
Planning to OES, effective January 1, 2004. We note that Control
Section 25.00 in the Budget Act of 2003 required a Governor?s
Reorganization Plan (GRP) to be submitted March 1, 2004. The
Administration now plans on submitting the required GRP in May 2004,
as part of its statewide proposal to restructure state government."
