I am looking for a telephone number of a person living in
St.Petersburg, Russia.  I can access the yellow pages for
St.Petersburg, but not the white pages.  I have a first and last name
and a street name where she lives.

I found the following page, may be you can use it, I couldn't test it,
this pages does not work in my browsers. (I asume that you can read
russian):

Also I found a service that for a fee ($10 per successful search) they
search phone numbers by address and addresses by phone number in
Russia.

Is this the kind of information that you expect as an answer? 
In the affirmative let me know and I will post this comment in the
answer box. Note that there I cannot find white pages directories that
work except the russian page that I cannot prove that works.
