Thank you for your question. According to the Minnesota Public Records
Office:
Record Information
Individuals requesting information must complete a Record Request and
Explanation of Intended Use form. Upon receipt, the division will
determine if the applicant is authorized to receive the requested
information.
Record requests may be made by applying in person at the Driver and
Vehicle Services office in Saint Paul, or by mail. Access to computer
records is also provided by computer dial-up connections and computer
listings or tapes for those businesses who have authorized access.
Lists: Commercial lists are available upon request and for a fee.
These lists do not include ownership information.
Commercial Inquiry: Provided you are authorized access to restricted
records pursuant to United States Code, title 18, sections 2721 -
2725, and Minnesota Statutes Sections 168.346, 171.12 subd 7 , and
171.12 subd. 7a, you may set up a Commercial Inquiry (Dial - In)
account. Commercial Inquiry provides Minnesota driver's license and
motor vehicle information from the Minnesota Department of Public
Safety's database. Users access this information by means of
interactive computer terminals.

I am purchasing this boat from this owner and wanted to be sure it is
registered under his name. (James Akemann) How do you find out if the
boat title is accurate?

I would suggest contacting one of those offered by the above
researchers, or if you happen to be friendly with a game warden or
police officer in your area, they me able to determine its validity or
if the boat is reported stolen or otherwise missing.
Otherwise, make sure you ask the seller for their identification and
write down their info to protect yourself if you decide to go ahead
and are concerned.
