Where can I find some commercial grade Open Source (free) code for
Data Transport layer for modem SLIP and PPP? The code should be
suitable for implementation on Microchip PIC18 processors that is NOT
running any RTOS. It should work with or be compatible with major
ISPs. If no open source meeting the above requirements are is
available, please suggest some low cost sources. Thanks.

It can be for other 8 bit processors as long as I have the source in
"C" and can compile it for my target processor.

Thanks for your comments, but I'm looking for source code suitable for
implementation in 8-bit micro processors (uP) not running any RTOS
(real time operating system). The codes in most open source "sources"
that I've checked are either for high level implementation (uP with
RTOS or PC based machines with full OS like linux, windows, etc.).
Commercial releases suitable for uP implementation that I've found
very expensive. This is where I need help.
