This tradition seems to be popular with a particular event and place
and not in welcoming ships in general.  Is this how you understand the
situation? or were you thinking that is was a general tradition?

Use of a top hat by the head of a welcoming party here on the Great
Lakes has been associated with the arrival of the first ship of the
navigation season, first through the locks, first arrival of a
passenger ship, etc.  Was wondering where a top hat welcome
orginated.e

Yes, I thought that was the event you were reffering to.  As yet no
luck I'm afraid, but I am following other lines of enquiry.
