Which countries of the world would over 50% of the population speak fluent English?

(Please note That I am not asking if English is the  native language or even if 
  English is an official Language  in the country)

Hello Mongolia and thank you for your question.

I have a list of fourty six countries where English is an official
language or is predominantly spoken.  (I think the keyword here is
"predominantly")
It is just a list of countries and there are no more details (ie. what
percentage speak English)  Would this list suit your needs?

 With respect to Neilzero's comment , I accept that there is a high
level of subjectivity about my question especially regarding the exact
meaning of
 the word 'fluent'. However if i define fluent as someone who can
speak and express those things which matter to him or her in English
and be reasonably understood by another English speaker then I will
consider them 'Fluent'

 If more than 50 % of the Indian population can do this then it India 
should be considered in your list. If not it should not.

 I am of course only interested in their English ability. Their
knowledge of other subjests such as science, maths, Quantum
Mechanics,tensor algebera or sansript for example is totally
irrevelent to my question.
