What is status of Tiens Biotech Group (USA) (symbol TBGU) a Chinese
company, regarding their expected date to begin trading on the
"American Stock Exchange," and when will they file their 1st quarter
2004 earnings report?

You could always call the company and ask for "investor relations." 
They are usually super nice because they want you to invest in their
stock.  You might also   contact the Amex.

fwiw imho People should avoid OTCBB stocks like the plague.
