Dear annisa,

I remember the quotation you have in mind; but I will have to do
library research for providing the exact quote. This may take 1 or 2
days. Please be patient.

Dear annisa,

Since time matters, I took all steps to get the necessary information
as fast as possible. Here is the answer, direct from Germany.

Otto von Bismarck's complete quotation, in German, is:
"Das Deutsche Reich ist die Blei-Garnierung des Stehaufmännchens
Europa, welche die Figur immer wieder zum Stehen bringt."

English translation:
"The German Empire is the lead weight in the skipjack Europe which
consistently brings the doll back into upright position."

The skipjack toy figure Bismarck refers to is called "Stehaufmännchen"
in German, which literally means "little stand-up-man".
