Otto von Bismarck's complete quotation, in German, is: "Das Deutsche Reich ist die Blei-Garnierung des Stehaufmännchens Europa, welche die Figur immer wieder zum Stehen bringt." English translation: "The German Empire is the lead weight in the skipjack Europe which consistently brings the doll back into upright position."
