What is the chemical that is used to put on stool samples that makes
them turn blue in the presence of blood?  Where can such a chemical be
purchased?

I found the chemical, and an on-line order form, but it appears that
the seller will only sell to clinical and medical laboratories.

Will that information be satisfactory?

You would need more than just the chemical reagent. The chemical
reacts to the blood, through a treated paper. You would need both to
duplicate the test.
