Hello Alcatraz,

I'm posting this as a comment rather than an answer because I am
providing you with contact information rather than the answer to your
question. If this should suffice for you, please advise me and I will
post this as an answer ... thanks.

After arriving in Florida, you will need to go to the Florida
Department of Highway Safety & Motor Vehicles office in your county of
residence. The link below will give you a page of county office links
for this agency.

If you're uncertain which county you'll be residing in, please post a
clarification and I will let you know which county your city of
residence is located in.

If you'd like to avoid the cost of a trans-atlantic phone call to the
county office, you may also complete an online form requesting
information on how you should best proceed. They will email you a
response.

non-immigrant, non-citizens who wish to obtain a valid Florida drivers
license. Unfortunately this page does not indicate if any materials
may be faxed in advance or whether you are required to present your
documents in person.

Oops, I just found this. It looks like you have to appear in person
rather than sending documents in advance.

Changing Your Address on Your Driver License
http://www.hsmv.state.fl.us/dhsmv/900.html

That web page indicates that for change of address, non US citizens
must appear in person at the office. So I suspect that you'll have to
do the entire application in person as well, but you can find out for
sure by contacting the officials from the links I provided in my first
comment.
