I found a site a couple months ago (through Google) that described the
problems someone had with World of Vacations. It showed scanned
letters of responses from complaints that were sent and also
documented the process he took. I can not for the life of me find it
any more. The guy went somewhere in Mexico and I believe it was
another company that he went with (that World Of Vacations bought
(possibly Regent Vacations)).  The complaints were actually filed
through World Of Vacations though (as I remember the scanned images
were with WOV letterhead).

but its one very similar to that.. They had scanned images posted
about it, etc.. though on the site I am looking for plus links to
others people problems with World Of Vacations.

The airline that they all use is Air Transat if that helps any as
well.

I hope I have found what you are looking for.  The travelers are a man
and his girlfriend, and their site chronicles their fiasco of a trip
via World of Vacations/Regent Vacations. They traveled to Puerta La
Cruz, Venezuala (not Mexico), but this looks like what you are
describing.  His site gives a detailed travelogue and photos taken.

Aha!  It makes a difference in what browser you use.  I used Netscape
last night when doing my search, but it kept giving me problems so I
switched to IE, which never would pull up that site.  I just powered
up Netscape and voila! I found it this time - 3rd item down.

Thank you for the generous rating - I was very glad to help! 

I use notepad when compiling my answers, then copy/paste onto the
Google Answers submit form. After copying the web site url onto
notepad my browser shut down, therefore I was unable to copy/paste the
exact search link I used as I normally would.  When I went back and
used the exact same words that I used to find the site, it never came
up again!  I tried and tried, and even tried again this morning.  So,
I will consider it a fluke that I found it on the first try.  Maybe
this is what happened to you as you say you couldn't find it again.

Anyway, for what it's worth, the search words I used were: "world of
vacations" complaints

Thanks for the followup.  Thats what puzzled me as well.  I consider
myself to be very fluent with Google and searches and I also used a
variety of searches including the exact one you have there.  also
tried "world of vacations" "regent holidays", complaint, letter, etc..
 and every combination or even mispelling of them to get the URL
again.  Much like yourself I could only find it that one time and not
after.  Very strange.  Anyway thanks again for the help.  Its muchly
appreciated.
