The information you need on newspaper circulation is available, but
costs money.
The 2002 EDITOR & PUBLISHER INTERNATIONAL YEAR BOOK, advertises that
they print
"Newspapers of the United Kingdom and Ireland, Europe, the Caribbean
region, Central America and Mexico, South America, Africa, the Middle
East, Asia and the Far East, Australia and New Zealand, and the
Pacific Ocean Territories: address, phone and fax numbers,
circulation, key personnel, area population."
They also have a top 100 U.S. and top 100 World circulation for
newspapers. Sorry, no Europe. I assume you will have to get the
numbers from their Europe section.

You might also want to check out another source on European publishing
called "Competitiveness of the European Union publishing industries -
final report".
The reviewer notes that it's:
"a report on the EU publishing industries commissioned by the
Enterprise Directorate General and compiled at the Turku School for
Economics and Business Administration in Finland. According to the
authors, this is the first serious effort to identify the size, scope
and competitiveness of publishing in Europe. It's a pity that all the
statistics date back to 1997. That apart, the report is an impressive
achievement: packed with facts, tables and graphics, it remains easy
to read, thanks to clear language and layout."
It sounds as if it will have much of the statistical information you
seek.
