Try adaware with upgrade, if that fails try TuneUp 2k4, both available @ CNET |

It might be an installed program. Please check your Add-Remove Programs list if it's there then uninstall it. |

This toolbar was caused by a trojan called Belt.exe, once that was removed it was fine. |
