Think of your target audience. Build near a school, a college, a mall,
or any place you think 20 something people might want to live. Contact
the Zoning board for areas suited for apartments. Don't buy land that
has a history of being flooded. Contact a real estate agent who would
know more about the field and be able to guide your investment
