The Direct Marketing Association website has a list search service at:
DMA List Manager

They describe this service thus:
"This directory catalogues all lists held or promoted, by DMA members.
List details are accessible using the 'Directory Search Options' box
provided on the top right of this screen."
This should help you select quality lists and compare prices.
Without narrowing down the scope of your question to a sector e.g.
Retailers, employment agencies, builders etc. the breadth of the
segment "Middle Management" is huge! However the institute of
management may rent their list, which should cut across many sectors.
I have not attempted to find freely available online lists for two
reasons:
1) If they are free the accuracy and currency is likely to be low,
this could result in a lot of wasted effort / money on your part.
2) Low quality lists posted on the web purporting to contain business
contacts could well contain personal addresses and hence place you at
risk of breaching the Data Protection act if you used them.
If you wish to target by region it may be worth you contacting local
chambers of commerce in each area re mailing to their membership
lists.
