Find an adresschecking tool softwarebased for adressvalidation
and duplicatecheck for as much global coverage as possible.

It's rather complicate for such a system to exist. What is your final purpose ?
Is it a mailing system ? If so, then you might be able to extract some
information from local postal companies.

I doubt that even UPS and Fedex have global address validation databases.
