I would like to know the locations of Public Parks in Sonoma County. 
I would like as much informatio as possible regarding locations,and
phone numbers of park staff  when possible, and whether or not space
can be reserved for large parties or functions.

Each park's information is available if you click on parks/camping and
choose a park. There's also a map to download, and other helpful
pieces of information.

Regarding your question on having a large party on a park area, it is
one of the Frequently Asked Questions, and answered on the site:

Information on fees, insurance, etc. is also available in the
different parts of the site.

only.I would also like similar information on CITY and STATE parks

I apologise for misunderstanding your question. Naturally, I assumed
that your question is looking for one-link answer, not for research
for multiple links and issues, sorry.

State parks in Sonoma country are listed here:

If you click on each park, you could see which facilities and
conditions it offers, but you could also see it on a comparative
level, if you click on "facilities" bellow the list.
