How long before an mmorpg is created which will allow the introduction
of new items/recipe's <to crafting> via the actual
review&implementation of code/software?

I realize the question is open to interpretation, which is actually
part of the question, so please explain yours <interpretation> if
relevant.

It would be relatively easy for malicious users to craft malicious
items and hand them off to unsuspecting other players, and relatively
hard for the support staff to screen them out. Even if they are not
outright evil, they will most probably rip apart the balance of the
game carefully maintained (hopefully!) by the developers.

Anything that gives a small malicious minority the opportunity to
spoil the game for the majority of players, will be exploited, and
will chase the victims off the game - resulting in loss of
subscription revenue for the developers.

As the Star Wars Galaxies lead designer once said, "anything that
makes good business sense is fair game", and freely customizable items
(to the extend of actual code) doesn't make good business sense.

So, my guess to your original question would be simply "never".
