Dear bariot-ga;

I don?t know if the question was asked with a snicker or not but in
true researcher fashion I?ll assume you really wanted to know the
answer and approach it that way:

The short answer is ?No?. George W. Bush is not mentally retarded?or
even mildly so.

George W. Bush graduated high school, passed the entrance exam and
graduated Yale, passed the entrance exam and joined the military where
he passed additional very tough exams to become a fighter pilot
(something only a small percentage of all those who even attempt
actually qualify for). He was an executive in the oil industry, owned
and managed a professional baseball team with a multi-million dollar
budget, and became Governor of Texas and eventually President of the
United States.

Now I didn?t examine him nor will we see a physician?s report
detailing the matter, but these are clearly not typical achievements
of a ?mildly?, or even ?slightly? retarded individual.

George W. Bush was quoted as describing himself as a ?C Student? in
TIME Magazine?s Jay Carney?s editorial article here:

"To those of you who received honors, awards and distinctions, I say,
'Well done,'" he told Yale graduates before breaking into a grin. "To
the 'C' students, I say, 'You, too, can be president of the United
States.'"

Here is what is reported to be a copy of his college transcript ? and,
as it turns out, sure enough, he was.

Could a mildly retarded person graduate high school? Sure

Could some use unscrupulous means to get a mildly retarded person
admitted to Yale and see to it that he gradated with a ?C? average? No
likely, but possible I suppose.

Could a mildly retarded person become President? Perhaps.

Would ANY military in the world allow a mildly retarded person to fly
their multi-million dollar airplanes? ABSOLUTELY NOT!

He has a poor command of the English language and he is a
stereotypical southerner, neither of which project a Mensa quality
individual or make him out to be an intellectual fireball, but he is
by no means mentally retarded. Jimmy Carter suffered the same
stereotype but his IQ was said to be as high as 176 at the time he
took office, which would place him among the greatest intellectuals
ever to hold the office. If anything, George Bush clearly has a better
than average intelligence. How high that really is in terms of IQ
figures, we?ll probably never know for sure.

Articles you may read online about President Bush?s ?low IQ? are
confirmed hoaxes and have no substance or basis in fact whatsoever:

SNOPES

It is probably true that George W Bush occasionally makes statements
or decisions which lead some people to wonder where his brain IS but I
don?t anyone can present irrefutable proof that it is damaged.

Yes, he is. Any success he's had ios thanks to family connections. I
am proud to be American, but ashamed of our nation's current
leadership.

It's de rigueur for EVERY national leader to have an army of doubles.
Consider Saddam Hussain (Remember him?).

I know a guy who used to double for the current Duke of Kent, here in the UK.

And, of course, our Field Marshal Montgomery also had a double (Remember the film?)

So, who's to know who is or was the real George W Bush at any point in time?

Remember the Prisoner of Zenda?

Remember Dave?

There was speculation in a recent Business Week article that Bush
suffers from an undiagnosed learning disability, CAPD (central
auditory processing disorder). Without a comprehensive language,
speech, and hearing assessment and from observation alone, no one can
make that diagnosis, but he does seem to fit the profile.

Well I'm English, and I'd be happy for him to be our PM
(Ahem)

Saddam needed taking care of, and he had the guts to do it! (even if
he got one or two bits wrong)

It is likely that a "C" student at Yale in the 1960s would not be as
low in his class rank as one would be today. Grade inflation has
since made graduating with "honors" almost meaningless at some our
most elite colleges. For example, 91% of the 2001 Harvard
undergraduate class graduated "cum laude" or higher honors.

This is not a bulletin board but I will respond to the question about
grade inflation. As an educator, I have a level of competency I
expect for a grade of proficient or excellent in my course. If
students really know the material, and can solve the problems, they
deserve an A. I would expect a lot of A's at Harvard, as the
population typically makes a sincere effort to really learn the
material.
