The answer is not that simple as you might have imagined ;-)
The data on 40-yard-dash times is usually very shady and unreliable.
The most official information comes from an ESPN article, and is
pretty old: "At a rookie mini-camp last weekend, Vick ran the 40-yard
dash in 4.36 seconds, the fastest time among the 19 draft picks and
college free agents at the mandatory camp."

ESPN article (Nov. 2003) describes him as "a quarterback with a
sub-4.3-second time in the 40-yard dash" (SOURCE: Len Pasquarelli,

Before that, in 2000, a site places him with 4.25 (Jimmy Robertson ,
"Hokies record blistering 40 times at annual timing day", March 8,
2000, <http://www.hokiesports.com/huddler/archive/0382000aaa.html>).
In 2002, an article on the Minnesota Spokesman-Recorder goes even
further. "when you can run a 4.1 40-yard dash, that is as close to

This latest discussion on Fortified Iron places him with something
between 4.2(!) and 4.4, but also posts a FoxNews article claiming that
there is no way he even managed to get that legendary 3.6

His fan page doesn't include any record faster than the 2000 4.25
(Michael Vick, Game-by-Game, <http://www.21cent.net/vick/gamebygame.htm>).
In other words, the most official record listed is 4.36; this is not
the average time it takes, of course, just a record.
