Dear surferxxx-ga,
The data is provided by the European Commission - Languages in Europe web page.

Graph showing % speaking English as a foreign language - approx.
halfway down the page.
http://europa.eu.int/comm/education/policies/lang/languages/lang/europeanlanguages_en.html#Multilingual

This is a full list of all European Countries - see the original page
for a guide to the abbreviations (Turkey was included in this
Eurobarometer survey because its applicant status was being discussed
at that time (2002)).

Went to the EU web site

Answer is a good one. Although I scoured the EU website and managed to
miss this!! I wanted to show (for a business related reason) that
there were a similar per capita number of English speakers in Czech
Republic to Poland and Romania and this shows it to be ahead of both
so is great for my purposes....even though I suspect it isn't actually
true!

"UK 3"!!!!

Professor Higgens has been proven correct! The English don't speak English!

[Lest I be rudely corrected, I am aware that this is the "percentage
of people speaking English AS A FOREIGN LANGUAGE".] But it certainly
looks wierd on a chart like this.
